New York Sales Tax Web File allows a registered sales tax vendor to prepare and submit its sales and use tax return through a Business Online Services account. To reach the filing service, sign in or create an account, open Account Summary, select Services, choose Sales tax – file and pay, and then select Sales tax web file.
The filing itself should be based on the vendor’s assigned filing frequency and complete records for the reporting period. Before starting, identify the return that is due, organize sales and purchase information, determine whether schedules are relevant, and decide how any amount due will be paid. Even a registered vendor with no taxable sales or purchases must file by the applicable due date.
Who Can and Must Use Sales Tax Web File
Sales Tax Web File is intended for New York State sales tax vendors. It supports monthly, quarterly, annual, no-tax-due, amended, and final returns. It also supports the listed sales tax schedules and certain other sales tax documents.
A sales tax vendor must Web File when all three of the following conditions apply:
- The vendor prepares the filing documents without a tax professional.
- The vendor uses a computer to prepare, document, or calculate the filing.
- The vendor has broadband internet access.
This test concerns the online filing requirement. A business using a tax professional should coordinate with that professional about how the return will be prepared and filed.
Web File access does not replace sales tax registration. A business that has not yet addressed its registration status can review the New York Sales Tax Registration Process Explained before attempting to file a vendor return.
What to Prepare Before Filing
Start with the account credentials and verification information needed to access Business Online Services. When a New York Business Online Services account is created for the first time, the person creating it must be an owner or officer of the business and serves as the Business Master Administrator.
Initial account creation also requires one of the available methods of verification: return information for each applicable tax type filed during the previous 12 months, a PIN from a Tax Department letter, or confirmation that the business filed no New York corporation, sales, or withholding returns during that period. Having the appropriate verification material available can prevent an account-access issue from interrupting the filing process.
If the business was assigned an identification number ending in C, the Sales Tax Web File account must be created using the number with the C. A separate account using the EIN without the C is required for the other listed business taxes. This distinction is especially important when the business already has online access for another New York tax but cannot locate its sales tax filing.
For the return, organize the business records used to report activity for the specific period. Depending on the business, this working file may include sales summaries, documentation distinguishing taxable and nontaxable transactions, purchase information, prior-return information for an amendment, and geographic sales details used in local reporting. For businesses that invoice delivery-related amounts, the discussion of New York sales tax on shipping and handling charges can help identify transactions that may require closer review. Vendors reporting sales across multiple locations may also find it useful to understand how New York state and local sales tax rates combine.
Use the filing period shown for the account rather than choosing a form based solely on how often the business would prefer to file. Quarterly filers use Form ST-100, annual filers use Form ST-101, and part-quarterly monthly filers use Forms ST-809 and ST-810. If the assigned filing frequency changes, the correct return becomes available in Web File.
How to Submit the Return
- Confirm the reporting period. Match the sales and purchase records to the period displayed for the return. Do not combine activity from another period merely because it was discovered while preparing the filing.
- Access Business Online Services. Sign in to the existing business account. If an account must be created, the owner or officer acting as Business Master Administrator should complete setup with the applicable verification information.
- Open Sales Tax Web File. From Account Summary, select Services, then Sales tax – file and pay, followed by Sales tax web file.
- Select the available return. Use the return and period made available for the vendor’s filing frequency. If the purpose is to correct a previously filed return or close out filing activity, select the appropriate amended or final return option when available.
- Enter the period’s information. Transfer the figures from the prepared records into the applicable fields and schedules. Keep taxable sales, nontaxable sales, purchases, credits, and local reporting details separated in the working papers so they are not accidentally combined.
- Review the filing. Compare the entered figures with the source records. Check that the vendor identification, reporting period, return type, totals, and any schedules align with the intended filing. For a no-activity period, confirm that the filing is being submitted as a no-tax-due return rather than being left unfiled.
- Arrange payment if needed. A vendor may pay directly from a bank account while Web Filing or make advance payments. If an early return is filed before its due date, the accompanying payment may be scheduled in advance.
- Complete the submission. Follow the Web File prompts to submit the return. Save the filing confirmation and a copy of the completed return with the records supporting the figures reported.
Regular New York sales tax returns generally must be filed no later than 20 days after the reporting period ends. Quarterly periods end on May 31, August 31, November 30, and February 28 or 29. Annual returns are due March 20. Special programs may use different schedules, so a vendor participating in one should follow the schedule that applies to that program rather than relying on the regular quarterly or annual dates.
What to Do After Filing
Retain the submission confirmation, the completed return, payment information, and the records used to prepare the filing together. A practical filing packet might contain the sales summary, purchase summary, exemption or nontaxable-transaction support, local allocation worksheet, relevant schedules, and notes explaining adjustments. Keeping these materials together makes it easier to answer a later question or prepare an amendment.
If payment was scheduled for a future date, record that date in the business’s cash-management calendar and verify it against the bank account selected during filing. Do not treat submission of the return and completion of the payment as interchangeable bookkeeping events; track each one in the business records.
Also note the next reporting period based on the filing frequency assigned to the vendor. If Web File later displays a different return because the filing frequency changed, use the newly available return and adjust the record-gathering process to the new period.
Discovering an error after submission does not mean the original entry should simply be carried into the next return. Sales Tax Web File supports amended returns, so gather the original confirmation and supporting records, identify the specific correction, and prepare the amendment using a clear reconciliation between the original and corrected amounts.
Practical Filing Examples
A quarterly retailer with normal sales
A retailer assigned quarterly filing gathers records for the entire quarter, reconciles taxable and nontaxable transactions, and uses the Form ST-100 return available through Web File. It reviews any local reporting details against its sales records, submits the return, arranges payment if an amount is due, and saves the confirmation with the quarter’s workpapers.
A registered vendor with no activity
A vendor that made no taxable sales and had no taxable purchases during the reporting period still submits a return by the due date. Because every registered sales tax vendor must file even when there was no such activity, the vendor uses the no-tax-due filing option rather than skipping the period.
A business filing before the due date
A vendor finishes its reconciliation early and files before the return is due. If it chooses to pay through Sales Tax Web File, it may submit payment directly from a bank account and schedule the payment in advance with the early-filed return. The vendor retains both the return confirmation and the payment details so the two actions can be tracked separately.
A vendor correcting a prior return
After filing, a vendor finds that a transaction was placed in the wrong reporting category. It preserves the original filing, prepares a reconciliation showing the corrected treatment, and uses the amended-return capability in Sales Tax Web File. This creates a clearer record than informally changing the next period’s figures without documenting the reason.
